Tax people who use their garbage and recycle cans as lawn ornaments-s/b unseen from street.
Any one who leaves their garbage or recycle cans where they can be seen from the street will be charged a fee (exempt on pick-up days). If fee isn't paid it becomes a property tax. Our neighborhoods would look so much better with this one simple action.

We have a fine selection of HOA communities which will be more than happy to fine the **** out of your neighbors for leaving their barrels anywhere in sight. As for the rest of us: we don't care, and the city shouldn't either.
