Invite federal, state, regional and local agencies (both government or private entities) to conduct testing or pilot projects in Mesa. Only by testing ruberized-asphalt in freeways, and determining its longevity and quality, did FHWA agree that is was a measure that they would pay for when constructing new or rehabilitation fwys........ why not test other products on Mesa streets? or new lighting technology? or new crossing technologies? or new airport radar/security? ..those are some examples of great innovation potentials for Mesa and the region.
