My iMesa idea is...

Connect Wrigleyville to Mill Ave via a Shuttle during peak vacation season

People on vacation want new experiences, and the freedom to enjoy themselves without the risk of DUI, crowded parking, vehicle theft, etc..( Downtown Denver has a similar service, and it works great.)
During spring training here in AZ, this service would allow the Tempe/Mesa area to become a distinct entertainment destination. Together we have everything right here, for every age group!
...from twenty something college crowd to 40-50 country music crowd and everything in between.

Expand this idea to include Tempe Marketplace and ALL of Riverview... and do so for the entire ASU school calendar (not just Spring Training,) and expand to year long if successful. This is viable now that ASU baseball is coming to the Cubs new stadium. Giving 75,000 ASU students free shuttle access to Marketplace and RIverview night life.
Who pays? Start with Marketplace, Riverview, and future Wrigleyville restaurants and bars ... and move to on to retailers. Once the stadium is open, Hyatt Place (and more new hotels) may want in, and this may even help fill the empty office buildings on the eastern edge of Riverview.

I agree with BMont- connect it to our downtown, not a competing town. Help our downtown merchants expand; don't add to their struggle.

Instead of connecting it to Mill Ave, why not connect it with Downtown Mesa or other Mesa locations. Tempe gets plenty of visitors, I think we would want to link Wrigleyville with other Mesa destinations. Lightrail is already at Main, if people want to get to Tempe, they can with normal bus to light-rail service.
