Redeveloping Dying Strip Malls
Flexible zoning is needed to redevelop dying strip malls into pedestrian-friendly, high-quality, mixed-use complexes with shops, cafes and pocket parks similar to Kierland Commons (but not necessarily as expensive) and ones I have seen in France. The NE corner of Dobson & Baseline, now a wasteland of asphalt and dated buildings, could become a lakefront "downtown" for Dobson Ranch. Parking needs to be underground or under buildings.

Use the existing old alley space to install solar panels and power City of Mesa Utility customers
Partner with the new solar company planned for the proving grounds and have them install solar panels in the old alleys throughout the older part of the City. This would reduce the electric costs for the City of Mesa Utitlity customers and be environmentally friendly.

Offer cactus league stadiums to Japanese teams post earthquake and tsunami
Bring the Sendai Golden Eagles and any other teams in Japan who's stadiums have been destroyed to play in the United States next month when the Japanese season starts. Use the proceeds to help Japan.

Paint large, glow-in-the-dark address numbers on the curb in front of every house
Have volunteer groups paint uniform, easy to see, glow-in-the-dark address numbers on the curb in front of every home in Mesa. It would help emergency personnel, delivery businesses and everyone trying to locate an address in our city. In many older neighborhoods it's especially difficult to find house numbers.

Incentivize apartment complexes to become more energy efficient
Apartment complex owners have no incentive to upgrade the energy efficiency of their units since they pass on the costs to the tenants. The city can incentivize the property owners to make these improvements by using a portion of the bed tax (or other means) to provide low cost loans like the "Greening Phoenix" program. Win for tenants, win for energy efficiency contractors, increased property values, etc.

Lower sales taxes and replace with property tax.
Stop trying to push through a primary property tax every few years without an accompanying decrease in sales taxes. Raising taxes is, for the most part, a non-starter in this city.
However, there are still huge benefits to adopting a property tax in place of a sales tax, even if it does not increase revenue.
Benefits for the city:
1) A more predictable revenue base.
2) Lowers the cost of buying goods in the city, which can only encourage more economic activity (I think we can all agree lowering the sales tax won't cause anyone to stop shopping in Mesa…61 votes -
ASU Polytechnic campus as an Independent State University
Check out my website which advocates restructuring the Arizona University System to provide greater accessibility, affordability, and accountability to a public university education for many more Arizonans while breaking-up the ASU monopoly within Greater Phoenix.
My plan does this by merging the ASU West & Polytechnic campuses into an independent, "medium-cost", and moderate research state university that is then housed at the Polytechnic campus location while the West campus then transforms itself into an independent, "low-cost", and non-research state university.

MESACO (or politically correct: "Little Mexico", Mesa style)
South Central Mesa has developed, without any apparent planning, a “barrio” I affectionately call “Mesaco” that is growing to look and feel a lot like a city in Mexico. I believe we need to be proactive in taking advantage of this resource that has grown here and build on it.
For example, we can foster the development of a large, planned Mexican style open air market, create a restaurant/cantina district and develop an industry zone featuring and building on our already present Mexican resources. Put building permit information online
Most AHJs already do this - put the building permit information online. This helps all in the design/construction industries keep up with opportunities. Would also save resources (staff time, paper, etc) in the permit department.

barter
I want to recommend that the City either a., join a barter network, or b., create one of their own.
The reason I thought of this is because I belong to a barter network of over 1,000 business. We barter our products and services on a regular basis. It’s a huge win win for all of us and this is how I think it would benefit the City.

Connect Mesa Riverview Park to Tempe Town Lake via a Salt River Walking/Biking Path
Connect the new Riverview Park/Wrigleyville complex to Tempe Marketplace and Tempe Town Lake with a universal Walking/Running/Biking Path along the Salt River.
North Mesa is already a Destination for avid road bicylists who find the long East/West routes along Brown Rd and McKellips to be scenic and enjoyable. They can bike from Tempe Town Lake to the Superstition Mountains and back. Or they can head north on 87 to Fountain Hills.

Evening entertainment
Allow or cultivate a night life downtown. I just came from visiting a small town in California that has a really cool night life in the downtown area. Bars, restaurants, live bands, but quality, not quantity.
186 votesDowntown Mesa has been growing its nightlife over the last few years with several great venues for arts, entertainment and live music. The Mesa Arts Center and its five theaters schedule a plethora of arts and entertainment throughout the year. The Nile Theater and Underground have live music weekly featuring both regional and national acts. Many of the clubs and restaurants feature live bands, DJ’s and open mic nights – Monsterland Bar and Grill, De la Cruz Bistro, Lo-Fi Coffee and Kirks Sports Grill to name a few. Live music is a staple at all the downtown events including the monthly series Motorcycles on Main and 2nd Friday Out. This Saturday’s Mesa Rocks Block Party features six bands featuring national reggae recording artists IRATION.

Look down any main thoroughfare in West Mesa. Individuals who feel no conection or obligation to our communty have created an ugly landscape of apathy and low-brow opportunism.
People everywhere in Mesa are tired of absentee landlords choosing our community for their irresponsible business practices.
